BACKGROUND:
Sri Lanka Development Journalists Forum (SDJF) is a well-established national level non-profit and non-governmental organization with over 10 years of extensive experience in promoting the role of media in democratization and transformation.
SDJF together with IREX funded by USAID, has developed a Media Gender Charter in consultation with media associations, media houses, academia, civil society actors and think tanks of the media and gender industry under the Media Empowerment for Democratic Sri Lanka (MEND) program. Media Gender Charter mainly deals with Gender Sensitive Reporting, Inclusivity and Equality, Gender Equality in the Workplace and Implementation Mechanisms. This charter will be launched officially in early 2021.
Following the Media Gender Charter for Sri Lanka, it will support, train, monitor media houses who endorsed the charter to improve quality of gender equality, gender portrayal and workplace sexual harassment mechanism in Sri Lanka. This Charter applies to journalists and media persons reporting in the print, broadcast, electronic and institutional social media platforms. This Charter is not restricted to equality between men and women but also addresses the right to equality of the LGBT+ community. SDJF is planning to launch a comprehensive tri-lingual website to ensure accessibility to all materials related to the MGC in an appropriate platform. This platform will facilitate media houses to access online materials related to the media gender charter, most up to date information regarding the MCG details, resources on gender and media, etc.
The primary users of the site will be media houses, journalists, civil society, donors and the general public.
OBJECTIVE AND TARGETS
The main objective of this assignment is to design, develop and launch a public website as a custom-made web portal and content management system for the Media Gender Charter. The user-friendly interface should be approved and endorsed by SDJF and IREX.
(i) Provide a platform for interaction and information-sharing among all those interested
media houses and journalists in Sri Lanka.
(ii) Promote high quality intellectual, ethical and professional standards.
(iii) Be a resource on the Media Gender Charter for Sri Lanka.
(iv) Easy access to guidelines.
(v) Data collection and registration of beneficiaries.
(vi) Display information of updates and upcoming events related to MGC.
(vii) Help to build understanding of and collaboration with media houses and journalists in Sri Lanka in relation to MGC.
(viii) Track the progress of targeted beneficiaries (aspiring journalists) under the program Media Gender Charter.
DELIVERABLES:
Following are the specific tasks and deliverables expected from the Consultant/firm;
(i) In consultation with the SDJF team, draft a methodology to develop the website. (Key requirements, Interface, Methodology, Timeframe, etc.)
DOCUMENTS TO BE INCLUDED IN THE PROPOSAL
If you have the required qualifications and are interested in this contract, please submit:
- A synopsis that describing the previous work done in this area;
- A portfolio of previous work of webs with similar functionalities developed in WordPress; CVs of the lead developer, junior developer, graphical integrator, graphic designer ? A financial proposal to address the work.
SELECTION CRITERIA:
- Strong experience in developing, well-known and widely used open source platforms
- Understanding of End Users’ needs to match with adequate technical solutions. ? Strong track record in web-site design; security and administration; Google analytics; Search Engine Optimization.
- Broad knowledge of current web development technologies and design tools in the field, and new software and other web programming languages and programs including the use of HTML, XHTML, CSS, XML, XSLT, Macromedia Flash, Java.
- Excellent knowledge of recent trends in graphic design, web sites, including online video publishing, and social media networking.
- Proactive verification by your clients, are satisfied with the service provided.
- Demonstrate the ability to create innovative and visually appealing design;
- Fluency in oral and written English and Tamil/Sinhala is essential.
SELECTION PROCESS
The proposal should fulfill the following;
- clearly establish an understanding of the services required and separate out activities according to this TOR.
- describe how the company engages with its clients: what processes they follow and requirements they have regarding timelines, rates, requests, sign-offs and payments; and
- include CV of the team of (programmers and designers) assigned to the work, the timetable, and the financial proposal. The budget should be broken down by activities.
The proposals received will be evaluated according to the following criteria;
a. Profile and experience of the company - 40 Marks
b. Professional capacity and experience of professionals assigned - 40 Marks
c. Accessibility and proximity of the support team - 10 Marks
d. Pricing - 10 Marks
PAYMENTS
- The consultant fee will be negotiable and shall be based on the experience.
- The Consultant shall be reimbursed for any reasonable and necessary expenses incurred in connection with providing the services under this agreement in any districts outside of Colombo.
